If a proposal is disputed, it can be proposed again.
Once the second proposal is submitted, it enters its own 2-hour challenge period.
If the second proposal goes unchallenged, the market resolves to that outcome.
If the second proposal is challenged, the market enters Final Review, which means waiting for a vote to determine the correct outcome.
After the vote, the market resolves to the outcome that wins the vote.
There can be at most two proposals at any given time. If both are disputed, the market remains pending until the vote concludes.
