### Who is proposing?

Most proposals fall into one of three groups:&#x20;

* **Experienced users** who understand the rules and timing
* **Bots** that automatically monitor and submit proposals
* **New users** who mistakenly believe it is free money

### Who is disputing?

Disputers typically fall into the same groups:

* **Experienced disputers** who specialize in identifying flawed proposals
* **Bots** that quickly dispute incorrect proposals
* **Opportunists** who target mistakes made by inexperienced proposers

### Looking at the numbers

The number of **disputes has been rising**, with a noticeable decline beginning in **October 2025**, when the **proposer whitelist** was implemented.
